I think this ,ove has beea a very bad move.
You are splitting teh community between good and bads, worse, between 
lucky and unlucky.
Do you know the rate of references i have on C$? about 80% of people that 
sent a request on C$ left a reference.
Do you know the ratio of comment i received from people that sent the 
request via BW ? 0% ... yes, noone of people that sent a request via BW 
did left a comemnt (the ones that did had originally sent the 
request on C$ and copied that one, NONE of people that sent the request 
on BW did wrote a comment, good or bad that be).
So some lucky people will be able to send a reasonable number or messages, 
unlucky people that has the only fault to be a new one, needing to contact 
many people for a month long trip, or that have even hosted, but was not 
so lucky to have peoples thatc ase about leaving a comment, would be put 
out without any mercy.
so either change the limit to a reasonable 200 a day or use a better 
systEm (at most as i said: add a warning header in the message to help 
filtering).
BETTER SPAM THAN CENSORSHIP !
