easier would be if each spam repord would go directly to a team that 
immediately (the report cpould be sent via SMS to be safe) check if the 
claim is consistent or unreasonable. In the last case would be 
ignored,. in the other the user would be marked and after a number of 
reports (variable, the people that receive the report decides according 
the kind of spam: if someone is sending invitation to go to a theater to
see a certin movie, and you know that that people is one of the author,
you can be more lenient than on more "traditional" spam)
blocked (with the request to contact support)
